Website development services cover the full process of planning, building, launching and maintaining a website — normally delivered in six phases: discovery and strategy, UX and UI design, front-end and back-end development, integrations, quality assurance and launch, and ongoing maintenance. The difference between a good quote and a bad one is rarely the phase list, which everyone copies. It is whether each phase names a deliverable you can inspect and whether three specific line items — a performance budget, an accessibility conformance target, and machine-readable structured data — appear anywhere at all.

Those three are the ones that get quietly dropped, and 2026 has made all three measurably more expensive to skip.

Website development services are the professional services involved in building and running a website: strategy, design, engineering, integration, testing, deployment and ongoing support. They are usually sold either as a fixed-scope project, a retainer, or a hybrid — a project to launch, followed by a monthly maintenance contract.

The term is broader than "web design" (which is the visual and interaction layer only) and narrower than "software development services" (which covers products, internal systems and applications that may have no website at all). The Six Phases, and the Deliverable to Demand from Each

1. Discovery and strategy

The phase most often skipped and most expensive to skip. It should produce: a sitemap, defined page templates (not page count — template count is what drives cost), a content inventory saying who writes what by when, technical requirements, and success measures.

Deliverable to demand: a written scope document with the template list and content ownership named. If a proposal quotes a rupee figure without one, you are being quoted for a guess.

2. UX and UI design

Wireframes first, visual design second. For a business site this usually means desktop and mobile designs for every unique template, an agreed component set, and states — hover, error, empty, loading — not just the happy path.

3. Front-end and back-end development

Front-end is what renders in the browser — markup, styling, interaction, responsive behaviour. Back-end is the server side: CMS, database, business logic, authentication, APIs.

The platform decision lives here. 4. Integrations

Payment gateways, CRM, email and marketing automation, analytics and consent management, ERP or inventory, courier and logistics APIs, chat. Each integration is a distinct scope item with its own testing burden, and each one is a common source of "that wasn't in the quote."

Deliverable to demand: an itemised integration list in the contract, with who supplies credentials and who pays for third-party licences.

5. Quality assurance and launch

Cross-browser and cross-device testing, form and checkout testing, accessibility testing, performance testing, security basics (HTTPS, headers, hardened admin), redirect mapping if replacing an existing site, and analytics verification.

Deliverable to demand: a written launch checklist and a rollback plan. If you are replacing an existing site, insist on a redirect map — this is the single most common cause of post-launch traffic collapse.

6. Maintenance and support

Updates, backups with tested restores, uptime monitoring, security patching, and a defined response time. Sold in India as an AMC.

The Three Line Items Most Quotes Leave Out

This is where proposals diverge, and where the 2026 evidence has moved.

A performance budget

Most quotes promise a "fast, optimised website." Almost none state a number. They should, because the aggregate picture is not good: 48% of websites pass Core Web Vitals on mobile against 56% on desktop, and mobile improvement has flattened after years of gains — 36% in 2023, 44% in 2024, 48% in 2025 (HTTP Archive Web Almanac 2025).

There's a detail in the same dataset worth knowing before you sign anything: home pages perform worse than secondary pages — 45% of mobile home pages pass, versus 56% of secondary pages. The page carrying your hero video and every marketing script is usually the slowest page you own.

An accessibility conformance target

This stopped being optional. The European Accessibility Act (Directive 2019/882) took effect on 28 June 2025, and its mandatory accessibility requirements explicitly cover e-commerce platforms alongside banking, transport and digital books (AccessibleEU / European Commission). The technical bar in practice is the harmonised standard EN 301 549, whose current version incorporates WCAG 2.1 Level AA as its web baseline — though it's worth knowing that whether EN 301 549 yet confers a formal presumption of conformity under the EAA is still contested, since no harmonised standard has been cited in the Official Journal under the Act.

Ask for: a named conformance target (WCAG 2.1 AA as the EN 301 549 baseline, or 2.2 AA if you want headroom), keyboard and screen-reader testing in the QA phase, and an accessibility statement page.

Ask for: structured data implemented and validated at launch, and server-side rendering for anything you expect to be quoted.

How Do You Compare Two Website Development Quotes?

Put them side by side and check five things:

  1. Template count, not page count. Twenty pages built from four templates is a different job from twenty bespoke pages.
  2. Who writes the content. The most common cause of a delayed launch is content that never arrives.
  3. Named integrations. "Third-party integrations" is not a scope line.
  4. Acceptance criteria with numbers. Performance thresholds, accessibility target, browser matrix.
  5. What happens after launch. Warranty period, then AMC terms.

If one quote is dramatically cheaper, it is almost always missing discovery, QA, or maintenance — not doing the same work for less.
